Multi-million dollar quotation for sophisticated surveillance equipment from U.S. defence contractor Phoenix Worldwide Industries as sent to the Venezuelan Director General of Military Intelligence, dated 23 Feburary 2000. The equipment includes bulk mobile telephone interceptors, satellite telephone interception stations, direction finding trucks, micro-sized video spy cameras and hundreds of other items.
Phoenix Worldwide Industries describes itself (on its website) thus:
- "Although Phoenix Worldwide Industries has been in business for many years, until now, we've kept ourselves a secret to meet the classified data requirements of the U.S. government intelligence, investigative, and enforcement agencies that have been our principal clients.
- Now that certain information is no longer classified, we are in a position to serve the law enforcement, investigative, and security needs of police departments that have the same, demanding high standards as the U.S. government agencies that rely on our products and services."[1]
Although Phoenix Worldwide Industries claims, and appears to be, 25 years old, it did not have a public website until 2006 and even now the site reveals little. Given PWI's offer to provide an extensive range of surveillance equipment to the Chavez government six years before this date, such decorum likely results from the fear that public revelations of Phoenix's activities would lead to a tightening of export controls or US domestic oversight. Phoenix's willingness to export to an "unfriendly" state such as as Venezuala suggests that Egypt, the UAE, and many other dictatorial regimes have been sold sophisticated surveillance equipment by PWI. This is further suggested by PWI's transportation recommendations, which suggest established export patterns:
- Transportation Recommendation: Phoenix will assist and recommends the following three modes of transportation for the ordered Platforms and Equipment;
- Transportation Method No. 1: Commercially available air transport via 747 Combi direct flight from Miami to Caracas, Venezuela via the U. S. State Department Security Impound at Miami International Airport - Phoenix will deliver the ordered items to Miami International Airport at no charge to the Venezuelan Government.
- Transportation Method No. 2: Contract Transportation with the U. S. Air Force (MAC) Military Airlift Command (Phoenix has the availability of Homestead Air Force Base which is four (4) miles from its Manufacturing Plant No. 4 Phoenix will deliver the ordered items to Homestead Air Force Base at no charge to the Venezuelan Government.
- Transportation Method No. 3: Transportation with the Venezuelan Air Force Military Airlift Command (Phoenix has the availability of Homestead Air Force Base which is four (4) miles from its Manufacturing Plant No. 4 Phoenix will deliver the ordered items to Homestead Air Force Base at no charge to the Venezuelan Government.
